Unless you require very high print quality, re-filled ink & toner cartridges will return significant savings without affecting the life of the printer.
Most printer manufacturers offer recycling programs, but these make no effort to reuse the components (in fact, they increasingly make it difficult or impossible to refill them), but instead disassemble them and direct the materials into the plastics recycling industry. Whilst that is worthwhile, many cartridges can be re-used up to 4 times - eliminating 75% of waste.

Recycled paper is another opportunity: although still slightly higher-priced than paper produced overseas (often from tropical rainforest trees), it is cheaper than often plantation-sourced paper, and the costs are dropping and the quality improving.

Consumables Use
The simplest method of reducing consumables costs is to minimise their use; typically, avoiding printing of hard copies unless absolutely essential.
Also, when replacing cartridges, don't throw the old ones away – the companies that re-fill them often offer exchange programs.
And remember: paper has two sides! Duplex printers will almost halve paper use, and additional trays for paper that is already printed one side allow reuse of paper for drafts, internal reports, etc.
